This flat cover may be bearing down on and "turning off" the micro switch underneath it .
Remove the 3 screws securing the cover. The screw heads are hidden under the black edging. CAUTION: Be careful not to touch the electrical connections on the micro switch.
Test to see if the Lift Back lays back while the cover is off. If it still doesn't move than it could a loose wire or the capacitor.
